To publish a technical note explaining the role of standard air in CIE photometry. In particular,

• its role in the definition of the V-lambda curve and the maximum luminous efficacy Km.
• its impact on the numerical value of Km and corresponding CIE recommendations
• the impact of deviations in ambient conditions from standard air on photometric measurements and associated measurement uncertainties.
